What does “be more strategic” mean in a performance review?

This phrase shows up constantly and somehow manages to contain zero instructions. What did it actually mean once you pushed for examples?

For me it meant stop solving every problem myself and start proposing which problems we should not solve.

Mine meant communicate earlier with senior stakeholders. Same phrase, completely different expectation.
